On the transfer of the functions of the Substitute Numbering Agency for the Republic of Belarus

In order to implement the basic concept of the Association of National Numbering Agency (hereinafter - ANNA), namely the provision of uninterrupted international codification, the Board of Directors of the Association of National Numbering Agency (ANNA), with the consent of the Ministry of Finance of the Republic of Belarus transferred the functions of the Substitute Numbering Agency (SNA) in the Republic of Belarus from WM Datenservice (legal entity of the Federal Republic of Germany) to the non-profit organization JSC "National Settlement Depository" (the Russian Federation).

Since January 1, 2008 the functions of  the National Numbering Agency of the Republic of Belarus have been performed by the RUE "The Republican Central Securities Depository".

The Substitute Numbering Agency (SNA) is assigned not only to countries that lack the National Numbering Agency (NNA), but also to countries that have the National Numbering Agency (NNA). In the latter case, SNA is designed to ensure continuity of the international codification in case of temporary difficulties and periods of transition in NNA.

In accordance with the regulations of ANNA, SNA’s functions include:
  • allocation of international ISIN and CFI identification codes to financial instruments issued and registered in the country, which does  not  have its own National Numbering Agency  or when the acting National Numbering Agency of the country does not have sufficient resources and technical capabilities to perform the full range of functions of the National Numbering Agency temporarily or all the  time;
  • keeping of the  national segment of the country up to date in the international database on international ISIN and CFI identification codes;
  • provision of regular reporting to ANNA on ISIN and CFI international codes allocated to  financial instruments of the country, under which a different country functions as  SNA.
